Your people are your greatest asset. Your operating model should prove it.
AI is changing the work faster than traditional workforce models can respond. MOM-303 separates the job from the person, follows the work as it moves among AI, IT and people, and moves Human Intelligence to where it creates more value. Jobs can fade away. Your people shouldn’t.
BlueHour offers a tray of Micro Operating Models. Each is one defined part of how an enterprise runs. Enterprises activate the ones they need. MOM-303 is Enterprise Workforce Modernization.
The job is not the asset. The Human Intelligence is.
Enterprises protect their capital, their intellectual property, their data, their brands and their customer relationships. Business leaders have said for decades that their people are their greatest asset. MOM-303 asks the enterprise to operate as though that were true.
Every enterprise invests heavily in its people: recruiting, pay, training, years of experience, judgment, relationships and knowledge of how the business really works. When technology makes a job obsolete, the traditional operating model treats the job and the person in it as the same problem.
MOM-303 does not claim people are property, or that any job is guaranteed. It is about responsible stewardship of what the enterprise has invested: preserve, develop and reposition valuable Human Intelligence before defaulting to displacement or external replacement.
The work is changing faster than the workforce model can follow
Tasks disappear and new ones emerge. Applications change, decisions move, authority moves, and whole jobs fade. The workforce cannot stay structurally frozen while everything around it changes. Yet the traditional response is a cycle built for a slower enterprise:
MOM-303 replaces the cycle with three questions the operating model answers continuously:
Before asking who to hire, ask where your people can create more value
Upboarding is not training. Training raises capability. Upboarding decides where that capability should operate, and moves the person, the work and the authority together. Training can contribute. It is not the thing itself.
Start with the work, then decide which intelligence should do it
Job → Person → Department
Work → Required Intelligence → Workflow → Authority → Accountability
Traditional Operating Models begin with the job and the organizational structure around it. MOM-303 begins with the work, then determines how AI, IT and Human Intelligence should be applied. For any piece of changing work, the right answer might be any of these, and usually several together:
The objective is not maximum automation. It is the best enterprise outcome.
Sense where the work is changing
HotZones are how MOM-303 senses concentrations of change in the operating model: in the work, the workflows, AI activity, applications, capacity, skills, authority, economics and risk. They describe the work, not the people. A HotZone is not an HR heat map. It tells the enterprise where to look before the change decides for it.
In the demonstration, the order desk is a HotZone because agents can absorb most of its routine work, and credit is one because agent-driven orders create new exception work faster than it can be cleared. See the HotZones →
The work moves. Human Intelligence moves with it.
People spend most of the week moving information between disconnected applications. AI, IT and people are all busy, with little coordination between them.
AI and IT absorb the work they are better at. People move toward exceptions, customers, negotiation, judgment and accountability, and the released capacity moves with them to credit and customer commitments.
Before, more AI, more applications and more effort did not add up to more output. After, they reinforce each other. BlueHour calls that constructive interference, and MOM-303 is one of the ways an enterprise gets it.
Accountability moves too
Human in the loop puts a person in the process. Accountability in the loop gives someone the authority, the information and the responsibility to act. When work moves among AI, IT and people, automation does not remove accountability. So Upboarding moves more than tasks and skills:
Experience, judgment and institutional knowledge are also how an enterprise intervenes and recovers when something goes wrong. MOM-303 keeps that Human Intelligence where it is needed, so MOM-305, Operating Risk, has people who can operate, decide and recover.
Not a program. A heartbeat.
Traditional workforce transformation is episodic: a reorganization every few years, after technology has already changed the work. MOM-303 runs continuously inside the operating model, because AI changes, customers change, work changes and people develop all the time.
An operating model is a living thing. MOM-303 keeps it sensing change and lets Human Intelligence move with it. That is how “our people are our greatest asset” becomes an operating capability instead of a statement.
Discarding Human Intelligence is expensive
Poor workforce architecture destroys accumulated investment in ways that rarely appear on one line of the budget:
In the demonstration, one change at one order desk frees 10 specialists while new work elsewhere needs 12 people. Costed both ways:
- Years of experience that leave
- 90
- Hired from outside
- 12
- Weeks until the new work runs at full capability
- about 36
- Years of experience that leave
- 0
- Hired from outside
- 2
- Weeks until the new work runs at full capability
- about 9
One-time costs of one change at a fictional company, from assumptions stated in the demonstration. Illustrative, not ROI, not a customer result, and not a guarantee of any outcome. Where the capability is not inside, MOM-303 still hires.
Over time, MOM-303 is measured on the direction of travel:
One Micro Operating Model among several, not an application
MOM-303 draws on Dromio, BlueHour’s human growth engine, for experience-curve evidence and role-to-role mobility. Dromio supports MOM-303. The operating model decides.
One area of work, named owners
MOM-303 works with MOM-001, Capital Discipline, to connect workforce decisions with enterprise economics. It begins in one area of work, with standing roles rather than a project team.
- ACCOUNTABLE EXECUTIVE
- Owns the outcome for the area. Often the COO, with the CHRO.
- WORK OWNERS
- The leaders who own the work that is changing, and who decide where it goes.
- PEOPLE LEAD
- Makes sure moves are fair, well supported and honest about what is and is not possible.
- FINANCE PARTNER
- Prices both paths, so the capital consequences of each decision are visible.
What you receive first: the HotZones for the area, its work allocated among AI, IT and people with an accountable owner for each piece, and the first Upboarding moves. Scope and price are set at activation.
